The TV Highway project will complete planning and design for a better bus to improve safe access and transit travel time while connecting people to essential jobs, healthcare facilities, shopping and community services from downtown Beaverton to Forest Grove.

The current state of TV Highway is not safe for pedestrians and transit users. This project will include improvements such as the addition of sidewalks and bus shelters.

Travel time on TriMet's Line 57 is nearly double that of auto travel time. The TV Highway project seeks to address this.

Line 57 is very important to the people who use it. The 57 has the fifth highest ridership in the TriMet system and it saw less drop off in ridership than nearly all other frequent service lines as a result of COVID.

Regional partners are working together to explore investment options along Tualatin Valley Highway, or TV Highway, between the Beaverton Transit Center and Forest Grove to make transit access safer, enhance rider experience and to improve speed and reliability.

The TV Highway transit project is coordinated with a community-led equitable development strategy. The equitable development strategy focuses on increasing meaningful involvement in transportation planning and identifying opportunities for nonprofit, government and private sector partners to support the community and businesses.

Project goals

Improve the travel experience for transit riders, in particular communities of color and low-income communities.
Advance adopted state, regional and local goals and objectives related to land use, transportation, equity and climate.
Be supported by the community, in particular transit riders and communities of color.
Be feasible to fund, construct and operate.
Be able to move into the next project phase to qualify for federal funding.

Locally preferred alternative

On Feb. 13, the project Steering Committee recommended a locally preferred alternative (LPA) that identifies the project’s transit mode, route and general station locations. The committee also approved a funding strategy to secure local, regional, state and federal funding for the project. The locally preferred alternative includes:

85 general station locations (41 station pairs plus stops at Beaverton Transit Center, Hillsboro Transit Center and Forest Grove terminus).
Enhanced pedestrian crossings or traffic signal at all stations.
Station amenities including curbs, shelters, lighting, seating and real-time arrival information.
Improved frequency from every 15 minutes to every 12 minutes daily.
Improved speed and reliability achieved through transit signal priority, bus priority treatments and consolidated stops.
Zero-emission buses, meaning less noise and cleaner air.

Timeline

Planning: 2022-2025
- Public engagement and preliminary design
- Project Steering Committee recommendation of LPA & funding strategy
- Local and regional governments approve LPA and adopt into transportation plans
Design and environmental analysis: 2025-2027
- Project design and engineering
- Complete the National Environmental Policy Act (NEPA) process
- Pursue Federal Transit Administration Capital Investment Grant and other necessary funding
