Community enhancement grants improve economic opportunities, neighborhood livability, public safety and more in areas near the region's garbage transfer facilities.

Since 1986, Metro has invested more than $6 million in communities across the Portland metropolitan area. Local jurisdictions and community partners help Metro to administer the grant funds in and around Forest Grove, Gresham, Portland, Oregon City, Sherwood, Troutdale and Wilsonville. These funds come from fees collected at local waste transfer stations that are reinvested back into surrounding communities.
The program supports projects that advance one or more of the following goals:
- Provide programs, training or services that benefit underserved populations
- Increase reuse and recycling opportunities; reduce the toxicity of waste
- Improve the environmental quality of the area
- Preserve or improve natural areas; increase public access
- Improve or increase recreational areas and programs
- Rehabilitate and upgrade property owned or operated by non-profits
- Improve the safety, appearance or cleanliness of neighborhoods.
Who is eligible
Nonprofit organizations, schools or local governments can apply for the grants. In recent years, successful applicants have included neighborhood, environmental, social justice and education organizations.
Project examples
Successful grant projects include:
- Developing environmental education and job training opportunities for underserved youth
- Habitat restoration in parks and natural areas; increased programming to improve access
- Property improvements at community centers and social service hubs
- Producing community events such as festivals, cultural events and summer concert programs
- Safety, cleanup and beautification projects around communities and main street boulevards
- Supporting farmers markets and increasing access to healthy food for underserved communities.
Target areas and grant cycles
Each of the eight enhancement grant programs award funds in a different geographical target area. Grant review committees of local elected officials and residents promote, solicit, evaluate and select funded projects each cycle. Northeast/Southeast Portland
Elevate Oregon is partnering with Metro to administer the City of Roses Enhancement Grants that will award $100,000 to projects in areas of Northeast and Southeast Portland. The grant program is funded by community enhancement fees collected at the City of Roses transfer station. East County Rising Community Projects is partnering with Metro to administer the Rise Up Enhancement Grants that will award up to $120,000 to projects in the communities of Troutdale, Fairview and Wood Village. Forest Grove
The Forest Grove Community Enhancement Committee awards about $100,000 each spring to projects that serve city residents. The grant program is funded by community enhancement fees collected at Forest Grove Transfer Station. District 4 Metro Councilor Juan Carlos González serves on the committee. Gresham
The Gresham Community Enhancement Committee awards about $100,000 each winter to projects that serve city residents. North Portland
Portland Harbor Community Coalition is partnering with Metro to administer the North River Roots Community Grants that will award approximately $75,000 every other spring to projects in areas of North Portland, beginning spring 2025. The grant program is funded by community enhancement fees collected at the Recology Suttle Road transfer station. Northwest Portland
Metro Central Enhancement Grants benefit the neighborhoods of Forest Park, Cathedral Park and Linnton; the Northwest District Association, the Northwest Industrial Area and an area directly adjacent to the St. Johns Bridge. The program awards about $300,000 a year and is funded by a surcharge on waste at the Metro Central transfer station, located off of Highway 30 in Northwest Portland. The Oregon City Community Enhancement Committee awards about $250,000 a year each winter to projects in the community. The grant program is funded by community enhancement fees collected at the Metro South transfer station. District 2 Metro Councilor Christine Lewis serves on the committee.
